Synopsis
北宋初年天廷大臣赤脚大仙恳求天廷封一位海神在大海上抢险救人，因四海龙王的反对而不了了之。赤脚大仙决定从民间培养一位没有封号的海神，便找观音菩萨帮忙。福建莆田县贤良村渔民林愿其妻王氏与本村妇女秦氏相约，前往观音庙上香求子。赤脚大仙对林愿夫妻的品行操守甚为满意，请观音为王氏赐一个未来能够担当海神的孩子。
